Facing the dual climate change and biodiversity crises, DECIPHER proposes a multi-disciplinary approach to establish a holistic and operational polices decision-making framework that integrates quality of life, financial stability, political feasibility, and innovation.

MISSION

To develop an innovative, operational and holistic decision-making framework that allows widely used, state-of-the-art, applied economic models to embed risk, opportunity, resilience and feasibility dimensions into their methods so as to ultimately increase the effectiveness, efficiency, and legitimacy of climate and environmental policies.

AMBITION

To address the dual crises of climate change and biodiversity loss aggravated by disruptive events such as the COVID-19 pandemic through delivering systematic and realistic impact assessment of different policy options.

To develop an effective engagement strategy, that will serve as the basis for a successful policies
decision-making, in the climate change crisis framework.

Build an iterative knowledge co-creation process for more transparent, inclusive and representative policy design and evaluation.

Gain an advanced understanding of the factors and dynamics that shape policy and political decision-making on climate and the environment through a social science lens.

Develop enhanced state-of-the-art economic models that capture the complexity of human behavioural dynamics, physical system models, systemic risks and socio-ecological systems.

Operationalise a novel decision-making framework having risk, resilience, and opportunity at its core.

Perform a real-world, stakeholder-led assessment of the design and implementation of overarching EU policies.

Revisit decision-making tools as black boxes by promoting open access and reproducibility.

THE CONCEPT

DECIPHER considerate the economy-climate-biodiversity nexus as the key in addressing climate crisis and biodiversity loss. The project concept lies the linking of economic and physical systems that enables a well-informed decision-making process when it comes to environmental and climate policies.

IMPACTS

Scientific

The project delivers specific enhancements to the operational capacities of economic, climate and biodiversity models, methods and modelling tools, extending their features by incorporating in an interdisciplinary and transdisciplinary manner knowledge capacity from climate, social, political, behavioural and natural sciences.

Economic

Taking into account different knowledge areas (social, economic, and environmental) into the assessment of the macro-economic performance will lead to a more comprehensive assessment of the impacts of climate change and to find the methods to unlock the economic potential and broader systemic co-benefits linked with the low-carbon transition.

Societal

The novel approach forwarded will contribute to the empowerment of stakeholders and citizens, by making them familiar with scientific evidence, research outputs and decision-making channels, thus strengthening their ability to assess policy options and alternatives.
